SIP: doesn't respect manual state selection

Description
System:
Ubuntu 8.10
Thinkpad T61p
I've found that if I manually set my SIP state to disconnected that Qutecom will at some point automatically change itself back to connected, without any user interaction. This is highly undesirable as Qutecom reconnecting results in a unexpected change in call routing. If the state is manually set to disconnected, it should remain that way until manually changed.
